Rigged arm not working as expected

Hello. I have this problem.

1. I created the arm and then duplicated mirroring it. I erased the history after this.

2. Created a skeleton for the arm and did a bind skin. Perfect.

3. Created a second skeleton applied the same bind skin to the second one and as you can see in the screen the first arm is bending properly and the second arm is rotating not bending.

What is happening? How do I correct this behavior? I just need the two arm with fingers not the whole skeleton. Is just to do a pose of the two arms in the same way.

I mirrored the first skeleton to the second arm and did a bind skin and it didnt work. I did different skeleton and different bind skin and still is not working.
