reference editor missing in Maya 2020

Reference Editor missing in both Files and Panels. I've tried deleting my preferences, updating Maya, and updating my computer. It's happening in every new scene I open, and there are no error messages happening in the Script Editor. I am not sure what else to try. Has this happened to anyone else? Has anyone been able to fix it?

There is no Reference Editor in Maya LT.
