parent constraint the HIK controll not work

The picture is self explained. I need the wrist controller be parented to locator (when I move locator the controller move with it) but it doesn't work. I tried Grouping, parenting, driven key.

What should I do?

I found it.

1. select the effector

2.in channel box - set "reach translation/rotation" to 1

3.parent constraint the efffector with locator

now it works just fine
