Hii!
So I am still learning Rigging and I made the rig but it says I am missing bones there are supposed to be
1. Six bones in the Spine
2. Two bones in the Neck
3. One Roll Bone in the Upper Arms
4. One Roll Bone in the Lower Arms
5. Three Bones for the Index, Middle, Ring, Pinky, and Thumb
I have been searching EVERYWHERE to figure it out what I am doing wrong please if someone has a suggestion or maybe a video that isn't too complicated to understand please let me know

You'll need to be a bit more specific. What exactly is telling you that you are missing bones?
I'm assuming you are using some kind of fast rig system, which one are you using? And at what stage of building your rig does the issue appear?
Do you follow a tutorial that you could maybe link here?

thank you for the reply, I really apperciate it I am not sure what fast rigging is we had to set the rig to the right spots
Skeleton>HumanIK> Create new skeleton rig.
I don't know if this helps but I also attached my rubric I'm not sure where I am going wrong. If you have any ideas it will be greatly appreciated.
Automatic Rigs/Auto Rigs/Fastrigs, are scripts that create the entire rig for you.
You don't need to create the joints yourself, but to create first Joint-Standin's using the Automatic Rig (in your case HumanIK) Interface.
