Issues setting up a controller.

I'm new to rigging and am working on a robotic leg and having an issue with setting up foot controllers. 
I'm trying to get this effect

but when I set up a point constraint on my IK handle it causes this to happen

How would I go setting up my IK/foot lift controller without losing that rotation?

As well as you did for your Ik-Handle, your hip joint needs a controller curve too, in order for you to have a clean structure of controllers.
Create a NURBS circle and snap it at the hip joint´s position, parent constraint the hip joint to the circle.
parent your IK-controller (the one that constraints the IK-handle) under the hip controller. This way it will rotate together with the hip, around the hip axes.
Also, to better calculate and control the rotation of the joints, The IK-handle needs a pole vector constraint.
For this, you have to create a curve controller, parent it under the hip controller, snap it to the knee of your leg and push it back a little. 
After that, you select this controller (named for example poleVector) shift select the IK-handle and go to constraint/pole vector.
Now you have a controller that controls the knee orientation, and since all the controllers are parented to the hip controller, the whole leg turns around the hip controller.

Okay I actually do seem to have one minor problem left actually. Once I set up the hierarchy so the feet are attached to the hips I can't move the waist down and have the top of the legs move down with it anymore. How would I constrain it to get that effect again? Also if I parent them to the waist it brings the whole thing down ignoring the master controller.

Figured it out. 2 of the old constraints I had were no longer necessary and causing the issue. Love how it took me to stop working and starting studying for my brain to finally think up the solution. 

 

Simple answer. Check old constraints when you change your controller hierarchy.
