Issue Parent > Constraining controllers

I am trying to rig an IK/FK leg. I have successfully made the IK skeleton which works fine, but am now trying to make the FK skeleton. When I Parent > Constrain the Hip Controller (NURB Circle) to the Hip Joint, the controller allows me to rotate the whole leg down the hierarchy, as it should. However, when I Parent > Constrain the Knee Controller to the Knee Joint, it causes the Hip Controller and Hip Joint to break - if I try now to rotate the Hip Controller or Hip Joint, only the individual joint rotates, not the rest of the leg (i.e. the knee and ankle and foot stays in place, not following the hierarchy). This problem continues down the chain - if I Parent > Constrain the Ankle then it breaks the Knee and e.t.c. I don't have a clue what I'm doing wrong as I've used this method in the past to rig FK skeletons and it's worked normally! Any help would be greatly appreciated!
