Ik Rotation bugg

Something is happening with the IK solver where it will rotate 2 axis of the joint 180 to resolve the motion.
My handle (in this case the foot) moves from translate Y=9.4 to Y=9.6. Through this movement the rotation on the top joint of the leg goes from X=2.9 Y=-89.4 Z=-2.9 to X=177.5 Y=-49.2 Z=-177.6.
This is a bug I've run into a few times, and always just worked around but I'm making a more complicated rig this time and it's really getting in the way.
Anyone know how to fix this, or even better what's causing it? I'd really like to understand what I'm seeing.
