IK controllers won't follow character rig

This is my first rigging character, and it's mostly done by Advanced Skeleton. I prefer to animate using IK , so I made IK controllers for the female character's hair by myself.
What I did:
  1. Create IK Spline Handle for hair joints
  2. Create clusters in IK Spline curves (3 for each curve)
  3. Create nurbs, parent constrain them to clusters, as IK controllers. 
  4. group nurbs, so I can control them as one.
However, the clusters or IK controllers won't follow root controller(video 1).
If I parent  constrain root or head controller to IK controller group, it follows, but hair joints twists unexpectedly.(video 2)
The video 3 shows my outliner, someone tells me what I did wrong plz. What can I do so that IK controllers would follow and joints won't twist, appreciate!!!

It's not twisting in video 2.  It's double transforming.  Are your hair clusters relative?

What double transforming mean? How to check if clusters relative?

I just hope the hair to follow the head. In  video 2, I only parent constrain neck controller to the nurbs group.

"Double transform" means it's being moved by 2 things.  To check if your cluster is relative, select the cluster and in the attributeEditor, you check "relative".  The cluster is different from the clusterHandle.  The clusterHandle is the transform.  The cluster is the actual deformer.  If you select the clusterHandle, in the attributeEditor, you will see tabs.  Click on them to find the cluster node that has the "relative" checkbox.  All your hair spline clusters should be relative.

I just checked on"relative", but nothing happened. What is it supposed to do? 

Could you please check my IK building step? Did I do anything wrong there? I just want to make sure the Ik curve, clusters, clusterHandles, clusterHandleHandles could stay on head all the time until I move them in purpose
