HumanIK scaling incapable of changes greater than doubling or halving.

I'm attaching a screencast showing that the Character Scale option in HumanIK cannot change the skeleton any more than 50% shrinkage or 100% growth, per time it is changed. Even if a value of 1,000 is entered, it will only double the skeleton size. Additionally, the documentation (https://knowledge.autodesk.com/support/maya-lt/learn-explore/caas/CloudHelp/cloudhelp/2017/ENU/MayaL...) says "use the Character Scale slider to interactively adjust the scale of the default skeleton" - but there is no slider. That documentation is from 2017, so it is recent. I can tell HumanIK to scale it up by 100, then down by .5, then up by 100, and again down by .5 - and the skeleton will be the same size as wen I started, rather than 2500 times as large. If I tell it to scale to 0.9, it will correctly scale to that factor.
I've had other issues with HumanIK, such as major inconsistency in its available options to make or bake control rigs, but I'll leave those questions for another day.
Is this how it is supposed to work? If so, could the documentation at least be updated, or could the slider be restored?
