fixing the pivot or rotation of a controller

Is there a way to fix the rotation of a nurbs controller that is already rigged to a characters wrists or feet?

 

The pivot is off, it is more like it's aligned to the world rather than the direction of the controller. 

 

What is the best xyz  alignment for the hands and feet?
