WHAT is the purpose of "Default in tangent" in animation settings? I don't understand!

I've read the explainations "The In Tangent setting controls the shape of the animation segment before a key." (link)

but here's my problem: no matter what I do in the graph editor, I only get the default OUT type of tangent on my keys, in the case of these settings (picture) every key gets stepped. Frankly, it seems completely irrelevant what's selected in "default IN tangent".

 

The explaination must be wrong, since the shape of curves before a new key never matches the the default in tangent when I try it. Proof gif: the shape of the animation segment before a key DOES NOT MATCH DEFAULT IN TANGENT (which should be plateau)

That is because of OUT tangent setting, which you have set to STEPPED. Change it to anything else and you will see the effect.
