Pose Interpolator seems to yield unexpected results?

Hello, I'm testing Maya's Pose Interpolator for corrective blendshapes. Every source I find online dictates its an RBF Driver, but somehow I feel like its completely broken and does not do what an RBF driver is supposed to do.

This is a stripped down example. I was rigging an elbow to create blendshape correctives. It seems as though poses that are near opposing angles have incredibly inconsistent results with the way the RBF should blend in between poses. Attached is the file to scene below.
