HumanIK Rotation Problem with Rig's Arms

Whenever I try to test my rig using mocap data, the arms act like they are being rotated wrong. I tried multiple times to make sure the definitions are set correctly within HumanIK. It works on any other rig, but not mine. I can't seem to figure out what I did wrong. Anyone have any suggestions on what I should do?

Here is the skeleton that is broken. If you try and map it up with HumanIK and use mocap data, you'll see how broken it is.
