How to constraint a locator to a vertex

How can I constraint a locator to a vertex??

I saw it one time did with mel scripting but I never saw how

 

it can be useful to rig a plane cloth using the smooth body and the locator to constraint a specific point to move it and have a good control of the dynamics

select locator first then select vertex then constrain point on poly, some time its create issue due to bad UV

 

but for dynamic ncloth simulation you have to select your cloth vertex first then apply nConstraint Transform or others nConstraints
