how to add secondary motion to rigged and skinned dinosaur

I am living my childhood dream of animating dinosaurs, and have a rig that I received from another vfx company. The client likes the motion so far, but I would really like to add some secondary motion to the neck as it rotates. The neck is pretty much the only part visible in the shot.
I added a blendshape and reordered it to make the dinosaur blink, but am having trouble getting secondary motion to work on the neck. I'm not a character animator, so was hoping for some solutions that I haven't though of . So far, I've tried to use ncloth (ugh), wire deformers, wrap deformers, proximity deformers although I can't guarantee that I used them correctly. I also looked into the muscle system, which might be too much for this shot.
Should I add controls to another blendshape node with deformations and try to pipe that in?
