Help, joint does not follow parent?

Hi guys, I need help. I followed these tutorials https://www.youtube.com/watch?v=NBFz3wZgjbI&t=3s for Rigging. Now my shoulder joint does not follow the clavicle joint when I rotate the control and I dont know why. And the shoulder is clearly parented under the clavicle joint.

I tried parent constraining the shoulder fk control to the clavicle ctrl and it worked, but I dont want that because then I cant key the shoulder control anymore. And I want freedom with my controls since I need to animate after.

I also tried parenting the shoulder control itself under the clavicle control and then the whole arm is off, even when I freeze transformations.

The only things that will keep something in place while it's parent is moving is a constraint or "inheritsTransforms" is off.  You mentioned that if you constrain you shoulder control to the clavicle that things work as you want with the exception that you can't use your shoulder control now for animation.  You can group your shoulder control to itself and constrain the new group to the clavicle.  This should give you the same results while keeping your shoulder control free to animate.  Good luck
