duplicate layer command in the anim layers not working

Hello,

I am using maya 2018 on a PC with Windows 10 pro.

In the anim layers, in the options is a command > duplicate layer.  I select all of the controls for the character and then duplicate the layer. When I duplicate a layer, the duplicate does not give me access to the keys or curves in the timeline or graph editor.  This occurs in an additive setting and the override setting.   I thought that I should have access to the duplicate layer keys.  If I duplicate the base layer is this normal to have the keys and curves blacked out in the graph editor when I select the duplicate layer?  I need an explanation as to how these work.  The Autodesk resources are not detailed enough to go into this.

The base animation is not technically a layer. If you want to duplicate the base layer, than create a layer and copy the keys to that layer and set it to override. Duplicating the base layer does nothing. Than each layer that is built up can be duplicated as override or additive.

Thanks for replying. Part of the problem I am running into is that I have
not been able to copy paste the keys from the base layer. I tried the
graph editor and using the timeline. This should not be happening IMO.
Duplicating a layer other than the base layer is working fine. I can do
additive and override.

I might be 2 years too late but I just ran into this problem and thought I would post how I solved it.
First I made an empty layer and added all my controls to it and then duplicated the base layer. for some reason the animation only duplicates from the base layer if you add all the controls to an empty layer first and wont work if you skip doing this.
