Do I place the walk cycle and run cycle on the same layer or separate animation layers? What's the standard game animation workflow?

To go into detail, I currently have a walk cycle and a run cycle on separate animation layers and I would like to know if using animation layers for animating a walk, to run, to attack, to idle should be done in layers or all on one layer or even separate scene files. Is it better to just leave animation layers for secondary movements such as breathing, floating, idle movement etc? Is it also best to have each of those animation layers/actions start on the same key frame such as frame 1 or progressively after one another such as walk ends on frame 24 for example and then the run starts on frame 24. I know lot's of noob questions but this could save me a huge headache with these little tips.
I also understand (or at least I think) in a real world studio situation, the animations will probably be separate scene files for the sake of plugging them into unity or unreal etc, but I am creating these animations to update my portfolio and I know whoever is viewing it won't know what the workflow was, but I would love to know so I can do it properly before getting into any studio. Anyone experienced or currently working in the industry clarify this workflow for me that would be much appreciated. Thank you!
