Correct Rig Ordering

Could somebody explain to me the correct rigging order
for a simple biped (single skeleton) character for these
operations:
Set preferred angle
FK controllers
Ik Handles
Set driven key controls

The order you have it looks good.  The only reason you need to set a preferred angle is if the joint chain is drawn straight.  In that case, you have to tell Maya which way you want the joint to bend.

 

Once your joints are the way you want, you'll want a controller for them.  The most direct is an FK control.

Once FK is established, you'll want to identify chains that require IK.

 

Set driven keys can be applied at any time.  You might need them for your FK system.  So those could be created before you create your IK system.  Or all your SDKs can be created once your FK/IK systems are in place.  It's all up to you at this point.
