Constraint problem

I'm running into an issue with Maya. I have two characters, character 1 & character 2. Character 1 has their hand on character 2's knee. So I made character's 2's knee controller a child of Character 1's wrist controller. The problem is, even though I can move character 2's knee with the wrist controller on character 1 just fine, the movement doesn't seem to have 100% strength, there is some falloff if you will. Whereas in other programs, If I had done a constraint that way, without a constraint tag, the wrist (hand) would never move from the knee mesh. Any advice on how to make the wrist stay on the knee mesh no matter what?
