Can't seem to move some of the characters body parts when animating it, help!

When I've tried to pose a character for one of my key frames, I can't seem to move the character at all.

The only thing I can move are the legs but that's pretty much it.

Please get back to me quickly, I'm trying to complete this for one of my assignments.

Are the translate channels for the arms colored?  If so, is the color not red?  Meaning connected by anything else other than animCurves?  Just a thought since they appear to snap back to the same spot.
