Why doesn't the "Create 3D Sketch" panel appear under the 3D Model Tab?

Inventor 2014 with routed systems.

Why doesn't the "Create 3D Sketch" panel appear under the 3D Model Tab?

Hope someone can share some insight so I can make a swept hose in 3D.
