Shape question that cannot be swept

When I removed Sketch3 with a sweep, it looks like the blue color in the picture below, with less removed. I want to remove Sketch3 along the cylinder's hole line with a sweep, but it's not working well. Is there a solution?

You may be able to get that hole tidied up with sheetmetal features. Try making the cylinder out of a SM Contour Flange where the diameter is not completed (leave a 0.5mm gap). This gap will allow you to unfold the part. Then use the SM Cut function to cut your penetration normal (tick the box). Refold your part after this.

This is because the Face, formed from your circular extrusion cut, changes offset as it goes around.  In your file the face changes from 110mm to 126.67mm:

If you want a profile to transition proportionally, you can use a loft between 2 sketches for a quadrant then mirror the feature twice to get the other quadrants.
