Save as DXF from IDW - only on drawing change

So, this is code that is a baked in snippet wiht iLogic. (Running 2020.3.4). I am curious as to why this always creates a new dxf. (I have it trigger after Save as an external rule) when the code snippet that creates STEP files only updates the STEP if the .ipt/.iam has changed. 

 

Is there a way to make this only update when/if the IDW change.

 Additionally, I have noticed that if my IDW is only one sheet, it will automatically overwrite the file, but if it is more than one sheet - it will force me to acknowledge that I want to overwrite each sheet. Why does that occur?
