If I've understood the Name of a material asses is the fixed international name of that material, and the DisplayName of the asset changes with the language used.

For example in my program I can see that an Inventor part has a Name of "Metal-022" and a DisplayName of "Copper - Satin".

Is there a table or method of getting all the Names and their corresponding DisplatNames in the various languages?

You may want to check these files:

C:\Users\Public\Documents\Autodesk\Inventor 2018\Design Data\materialmapping.xml

C:\Users\Public\Documents\Autodesk\Inventor 2018\Design Data\proteinmapping.xml

C:\Users\Public\Documents\Autodesk\Inventor 2018\Design Data\externalmaterialmapping.xml

or these files:
