How to Disable iLogic before opening File

I have a drawing file the suddenly cannot be opened without Inventor crashing. The drawing will open up and crash while running the ilogic rules. Is there a way to disable the illogic from running before the file is opened much like a safe mode?

Try turn off iLogic Addin:

If they're external rules, change the file name or folder name so IV cannot find them.
