DevExpress Localization, is it mandatory?

I'm porting my addin from .net framework 4.8 to .net 8. I get there will be differences, but....

Previously, on build, i'd get a whole 9 files totally 6MB.  Two of those files were newtsonsoft and one was a dll of my own.

After porting to .net 8, i now get 160+ files/folders - and that does not count the localization folders it is generating for DevExpress.  The text DevExpress does not exist anywhere in my solution and I am not directly referencing it. I get this is part of Inventor, but, do i have to have 15 folders of localization for it generated on build? And does every single dll and then some need deposited in the folder under .net 8? If so, so be it. But i'm not seeing anything that tells me that.

I have added:

<NeutralResourcesLanguage>en-US</NeutralResourcesLanguage>
<GenerateSatelliteAssemblies>false</GenerateSatelliteAssemblies>

which do not seem to make any difference.

If this is the wya of the .net8 world, so be it, but it would be nice to know if that is the case.
