BEND LINE DIMENSIONING
Can you let me which Inventor version you are using? I tested with the horizontal bend lines and the bend notes are also horizontal when they have leaders.

Can you try below steps:
1. Right click the bend note, and choose Edit Dimension Style.
2. In the Dimension Style edit dialog, choose the Bend Note Settings.
3. Check the Justify Text to Leader. Save change.
4. Check if the bend note text orientation changes.
