VB program moves dimension placement from original .idw

I have a standalone VB program that opens up and adjust my assemblies then updates the corresponding .idw files and PDF's them out.  The problem is I have set up my dimensions to look a certain way as to not overwrite each other, and when the program runs through the motions, it sets the dimensions back to their standard setting and position.  See attached files. 

 

Is there a way to stop this?  I need my dim's to stay looking like they do in the original in order to avoid clutter like what it's printing out.

 

I thought that it might have something to do with my center dimension command I had, but I took it out and it still resets the dimensions.
