Using an Inventor \ vb.net on a non inventor installed machien

Hi,
I have a few questions. Firstly I am of the understanding that certain vb.net\ inventor apps cannot be used without inventor installed on the local computer. For instance it’s going to be very hard to execute a vb.net procedure to draw a line or import a part if there is no inventor installed to begin with, but what if I have a *.ipt part file and a vb.net application which makes reference to that file and I want to read an iProperty?
Why I would like to know is because our sales team needs to know particular things such as a parts weight and/or cost but without the need for installing an relatively expensive Inventor licence to check details which as handy as they might be don’t rectify the need for an expensive licence (Sort of in the sense you don’t buy a chinook helicopter to carry your groceries home)...
My other question is what’s the difference between Apprentice and standard Inventor objects library? I’m namely of the understanding that the Apprentice library is (in part if not fully) the answer to my first question?
