sharing custom content center filters across multiple users

Good afternoon All,
I'm currently working with a client who is attempting to configure their content center such that certain departments will be able to easily find their relevant parts in the content center. To facilitate this, we had suggested to use a custom content center filter based on iproperties that distinguish each department's parts. This works well enough on an individual machine, however they'd like to distribute these customer filters to everyone. Is there a good way to do this? Where would the relevant files/registry values controlling these custom filters be anyhow?
Alternatively, we had discussed simply just using multiple dedicated content center libraries for each department, possibly in conjunction with vault securities. This option too though would require some individual configuration per machine and complicate administration of the vault and content center.
Ultimately, they're trying to make it easier for their departments to get the custom content center parts that they need. Any help or suggestions to that end would be much appreciated!
