"View Documentation" button at the welcome screen of the Add-In Installer (?WixShellExecBinary feature of WiX Toolset v4?)

Preface:
I understand that subject is not directly related to Inventor, and it is better be discussed at Wixtoolset forum, and this was done [without much success] thus I want to try here...
Recently I've developed several Add-Ins for Inventor (including MSI installers) and I'm more-or-less satisfied with the result except one thing:
Most Add-Ins available at Autodesk AppStore do have "View Documentation" button at the installer's final dialog and I for sure can do like this, but I'd like installers of my AddIns were a bit more user-friendly*:
I want the button that call the documentation PDF-file included (I supply my AddIns with either About-<>.pdf or <>-Help.pdf depending on particular AddIn's complexity) be available at installer's welcome dialog.
Adding Extra button is an easy part of the task but behind the button there should be appropriate Custom Action and it is my main problem point.
Till now I found no relevant guide or sample of the desired custom action, but I've found there is a kind of build-in ("utility") custom action WixShellExecBinary, which was introduced in WiX Toolset v4.
My problem - I can't install WixToolset.Util.wixext to my Visual Studio Community 2022.
I wonder If somebody here can try to install the utility in order to encourage my further topic investigations.

Me as potential software user would like to be able to browse its documentation before the installer will make any changes to my PC (just to make sure downloading the installer was not some misunderstanding).
