May be a stupid question (that has probably been asked million times).....Can you use LISP routines inside of invenotr? We have LISP routines that draw Structural Shapes, Elliptical heads, flanges, etc. Can I call these command inside of Inventor to make sketches?

No.  Inventor does not support LISP.  It
does however support VBA which you could use to draw your shapes.

However since many of these things you describe are
similar you might look into:

1.  Linked or embedded
spreadsheets

2.  iParts

3.  iFeatures

4.  IV's content library

etc..

One of these solutions will likely work for
you.
