IV9: Can Inventor Viewer be installed without Inventor?

Hi All, I'd like to know if I can use the Inventor Viewer ActiveX in a custom application, but not actually install Inventor on these machines, since it would require an additional 20 licenses for these users just to view the files. What files will need to be included with the project if this is possible? What's happened with VV3? Has it been discontinued? You can also install Design Tracking from www.autodesk.com/developinventor.
