Inventor C# Template Not Running Code

We are using the C# template for Visual Studios 2013 Professional and it is not reaching the Activate method inside of the StandardAddInServer.

The project runs the Inventor.exe but no other code runs
The project addin is showing up in the Inventor addins but the load behavior remains unloaded
The addin file is inside the Inventor addin folder
The template came from developertools.msi

I have tried the below code with no luck. 

btnReplacePanel.OnExecute += new EventHandler(btnReplacePanel_OnExecute);

I get an error saying an Inventor Event Handler cannot be converted to a System Event Handler. This happens because my button click is

an Inventor Event.

Is there an Inventor Event Handler that I can use in place of the System Event Handler? In my code I am referring to

“new EventHandler”.

This problem is keeping us from making any further progress on our project.
