iLogic Error

I got a weird situation. I have to part files that seem to be identical but one runs my rule "MISSING PARAMETERS" and the other errors out. Can anyone tell me why?? The code is supposed to check to see if the user parameters: "THICK", "G_L", "WIDTH","LENGTH", and "PERCENTOFSHEET" are there and if not add them.

I just ran the rule in TEST1.ipt and I didn't get any error. The parameters were created properly on the metal sheet part. I used Inventor Professional 2015 (64-bit)

I just want to point out that the two parts are not identical, one is a metal sheet part and the other is not. Maybe some errors can be coming from that fact.
