iLogic browser button doesn't work

When I click on the iLogic browser button, nothing happens. All the other buttons work though (add rule, add form, event triggers,etc.). With this iLogic button not working, none of my rules work either. The rules are set to run before save but I get an error when the rules are supposed to run. The error is the following:
"Error in rule: Information Update, in document: Part2
Unspecified error (Exception from HRESULT: 0x80004005 (E_FAIL))"
I have two computers, a desktop and a laptop, and have a lot of rules made...they all work on the desktop, but nothing works on the laptop. I recently updated to 2017 and since then this problem has been happening.
I'm kind of at a loss as to what to look into and how to fix it.
