How to cancel the static value in Vault Revision Table?

I have filled all informations in Vault.

I insert the vault revision table in the drawing. 

I found some cells are static value and some cells are not.

How to set which cell is static value and other is not static value?

I want to use  an iLogic rule to change the static value to not.

There is no "Static" property of a revision table cell, so I don't think this is possible.
