Get all iProperties

I have a question about iProperties.

Is there a way to read all iProperties from an IPT file with a stand-alone program?
I would have to create a program in C#, which is called by another software and provides the iProperties of files as metadata.

For this purpose is the best solution to use ApprenticeServer. It is a component, which can be instantiated from standalone application and can read and write iProperties without full Inventor.
