External Rules - Standard Directories Not visible in Global Froms Editor

Can someone let me know why the External rules that are added under

(Tools ->iLogic Configurations), which adds rules under External Rules ->Standard Directors are not visible in the Forms Editor? I am trying to create a form that would allow the user to run rules from this Directory.

maybe you already found out, but you have to Expand the External Rules ribbon by clicking on the Arrow on the left
