Command Alias - context problems

There seems to be a  a change in Inventor 2016 with using the same command alias for different environments.

Sketch commands seem to be valid in the assembly environment.

 

Does anyone know how to remove sketch commands from being valid commands in Assemblies?

 

I am trying to use C in Sketching for a Center Point circle (As it was in inventor 2013)

C is also constraint in assemblies  (As it was in inventor 2013)

C is also assigned to Create Simulation and this is not one of the options when using it in an assembly or with a sketch active.

 

Previously this was fine as inventor used the correct C command based on the environment context.

Currently it always chooses to create a center points circle, ignoring the context of an assembly being active.
