Update drawing level sketch and 3DA retrieval limitations

Update drawing level sketch and 3DA retrieval limitations

Fix odd restrictions to inclusion of 3DA/sketches in drawings.  See attached drawing and part for example.

1.  Drawing views (2 views but sketch geometry only) with second view sketch not visible due to edge view.

2.  Observe (3) MBD dimensions in model not retrievable to drawing

3.  Unsuppress extruded surface by rolling down end of part market and annotations become available in drawing. This include the 3DA on the side view of referencing sketch geometry that can't made visible.

4. Expected behaviors.  First, any 3DA object should be retrievable in a drawing view.  There is no need to filter MDB out of a drawing view if a solid/surface is not present.  If the time was taken to create the MBD annotation, the intention was to use it.  Secondly, 2D sketch geometry should be retrievable for any drawing view.  There's no reason to restrict it to the view orthogonal to the drawing view plane.

Skeletal modeling will usually use sketch geometry to drive everything.  Viewing this annotation from a drawing would be highly beneficial.  Taking is a level higher would be the ability to retrieve annotations stored in a part placed in an assembly.  The data is all there, recreating it at an assembly level shouldn't be necessary.
