Option to swap mouse wheel function for incoming users

New users to Inventor from some other CAD systems get confused on the wheel down operation.

Have option in "Application Options/Display" to swap wheel down /Wheel down with Shift function"

So that the default of wheel down is to Pan and wheel down with shift is to Orbit.

BUT with the option to swap selected.

You get wheel down is to Orbit and wheel down with shift is to Pan.
