Negative selection

I can think of several situations where it would be beneficial to have a negative selection tool. For example: All features inscribed in a circle I want to keep. All features outside that cirkle, or touched by that circle can be deleted.

 

Practical example?

 

Rectangualr patern of holes in a baffle plate of a heat exchanger.  And subsequently subtract all holes that are not within the boundary of the circle.
