Adding to the drawing view labels referencing the parent sheet index, you could add a reference to the border localisation. Also, you could apply the same idea on the view definition to refer to the location of the view itself.

Ex.: you have a detail view A on page 2 that is based on page 1. The view definition is located on page 1 at row C column 3 (on the border). That way, the title of Detail A on page two would read "Detail A (1,C-3). And you could apply the same type of address on the view definition to refer to where the detail view is located on page 2 (ex.: 2,B-2).

We already did that as an in house addon, but it is hard coded to our needs and is not customizable, witch is not in the Inventor mentality, but for a custom addon it was. So basicaly what I did was to locate the coordinates of the label of the view and apply a simple calculation to know in witch column and row it end up. We always use the same format of paper and the same border, so it worked out for us.

I have attached a jpg to illustrate. Notice the address of the "to" where the section view G-G refers to and the "From" where the Detail F was taken from.

I assume most people are looking for a variant of the below section label and mark?

reference the parent sheet on the label and child sheet on the mark/line. Leave a dash when both are on the same page?

Noticed that you don't want the function via iLogic, I guess you know than iLogic can do it.

Has any progress been made on this issue?  Some of the threads and requests all chasing the same outcome.

Need this function even more now, as we are using Autodesk Construction Cloud  (ACC) and need to be able to have "sheets" in ACC recgonize Inventor sheet call-outs as ACC can do with sheets upload from Revit.
