Global forms are such a powerful tool to spread user's individual iLogic rules between each other.
I would suggest adding a "Add Directory" or "Set Directories" feature on the right click in the Global Forms window next to "Edit", "Delete", "Copy Form" in the iLogic window.
This could then take you to the iLogic Configuration Tool (where it allows the user to set the directories for the iLogic rules and hence where it looks for the XMLs).
The iLogic Configuraton Tool is somewhat hidden under "Tools" , "Options" dropdown. Natural Inventor intuition is to try the right click option first and "Edit", "Copy" or "Delete" isn't helpful if you want to find out how to add a new form.
