Allow case-sensitive renaming for Model States without requiring temporary names

Currently, in Autodesk Inventor, it is impossible to rename a Model State by simply changing its capitalization (e.g., from "full" to "FULL"). When attempting this, the system triggers an error: "The name is already in use," because the validation engine is case-insensitive and fails to recognize that the user is editing the same item.

Current Friction: Users must rename to a "dummy" name (like "full_1") and then rename again to "FULL". This is an unnecessary and frustrating three-step process for a simple correction.

Proposed Solution: Update the name validation logic to allow changes in capitalization for the active Model State. If the new name matches the existing one in characters but differs in casing, it should be permitted.

Same for Positional and View Representations as well.
