Workplane Not Offsetting

I have had this issue twice in two days. I'm now turning to you masters to see if you can help.

I am using Inventor 2011 with Vault 2011. I have used "Copy Design" to begin my new assembly, as always. Once it opens, I need to determine a floor height, which I usually do with an offset workplane off of the XZ Origin plane.  No matter what I do, the workplane will constrain itself to the origin. If I use a different plane to offset from, it will create the new workplane on that plane, rather than offsetting it.

Can anyone tell me how to fix this? Another thing is that if I create a new assembly and place the assembly, that I copied, into it, it will allow the planes to work just fine.

My PC Config:
Windows 7 Professional 64-bit
Intel(R) Core(TM) i7-2600 CPU @ 3.40GHz
16 GB RAM
Dual AMD Radeon HD 6450

Alright, it turns out that I figured it out. Inventor wouldn't let me create any workplanes until the constraints that were flagged were fixed. After fixing those, the workplanes worked fine.
