Your installation package might be incomplete/corrupted, most likely, or the antivirus is stopping the uninstall process. Try the solutions here:

what if i cant access the account where i downloaded it from, since it was from school and then i finished it and lost all connection to my account. therefore i cant install it again

When this happens to me (in any software), I usually reinstall it (over itself), and then uninstall it.

Hi! For corrupted install, you may try using Microsoft's Troubleshooter (aka FixIt tool).
