Unable to Offset Lines

I get this following error after offsetting the line and adding a dimension.
" [WARNING] Adding this dimension will over-constrain the sketch. Choose Accept to create a Driven Dimension. [r:\Application\Sc\Request\DimensionReq.cpp, line 237]"

By removing the "Constrain offset" created line will hide behind reference lines and unable to offset.

Look at Corrupt part post. It is a same problem.
Since than I have abandoned the idea of folding plate in one part.
I am creating flat plate and derive in to sheet metal to be folded. this seems to fix the offset problem, but now Ordinate dimension will not pick some edges. very frustrating.
Attached are all files needed to analyze.

Solved problem with the dimensions. Overlapping Views.
Is there a easy to bring a view on top?

Your description of the problem is not clear. Are you talking about the CAM
Profile sketch in the -flat.ipt?

If so, then you can offset the Profile Sketch by trimming the line shown in
the attached image before you offset.

Why is this sketch larger than the outer limits of the part? I would have
used coincident constraints.
